(I) In half of the 23 developing countries, citizens and officials interviewed considered corruption in the health sector to be a major problem. (II) Many even identified health as the most corrupt sector in the government. (III) The solution is to enforce existing rules and hold managers more accountable. (IV) Systematic audits, clear contracting rules, and adequate oversight can help prevent corruption in the sector. (V) In the developing world, going to public health clinics means long waits and large gaps between diagnosis and treatment.
